Build an Android APP (Only App, not backend)

Hello, I want to build an android app. You will need to build only the app, the backend and API will be built by my team. The app will have two types of login Admin (Web Interface) and field agent (app interface) The idea of the app is simple. Admin will upload excel sheets with different fields from the backend. The excel will have fields like name, mobile number, and many more. The field agent will log in to the app and search for the mobile number. The app will then fetch all data of that mobile number's user and display it in the app. We just need to keep track of which number the field agent searches and every time they search we will also capture their exact location and save it in DB. So you will need to just capture the location and pass it to the backend. We will make the API. Also might need to disable screenshots and basic alerts, like offline, or no internet access. We don't have app screens but the app UI will be very simple. Kindly quote a basic cost, we aren't looking for a high-budget developer for such a simple thing. Also please mention the time you would need.
