Recently, I designed and built a custom home automation system based on a raspberry pi and over a dozen arduinos networked together wirelessly using NRF24L01 radios. This is how I would go to work to address your project requirements: Note: I am assuming that the raspberry pi will be running some Linux distribution. 1) The program will be written in C++ and launched as a systemd service (on raspberry pi boot). 2) In typical fashion, the application entry point will fork to launch a child thread and detach. 3) Depending on your preferences, the program could either directly ping IP addresses, or I could utilize the Linux API's system() function to execute the ping command, and then read and parse output from a pipe. 4) I'm not sure what you mean by "squares that change color". If you are referring to LEDs or graphical elements connect to the pi, I would use GPIO. Otherwise, I could use a connected LCD on the pi. 5) Configurations will be stored in a simple format config file. I will also provide either a command line or graphical client program that allows you to easily update the preferences that you desire.
