Web based and Adroid based surveillance system for Object Tracking

Web and Android app based surveillance system required for Object Tracking and automatic notification for tress-passing and vehicle number plate recognition. Upload a video/ live stream from Camera and send automatic notification in case of moving object in the area of surveillance. In case a vehicle comes then read the number plate and send the notification with details. Need it as a prototyping system.
