Take Action System

I want a PHP (preferably), CGI, Python, or Perl script that will send out emails to all members when I tell it to, and then if the user selects Take Action, they can type in a message or keep the automatic one that I put in, and then it will automatically be emailed, faxed, etc to whoever I specify, It doesn't need to be able to fax, but it must email. An example of one is at <[login to view URL]>. I want it to be easliy customizable and to have an admin area for me to do everything. If its a GNU or GPL program that's completely fine, just tell me where I can find it and I'll do everything.
