Dear Sir/Madam, I have experience with both Titanium SDK and Phonegap, i have done several project using these tools. I think Titanium is the right choice because Phonegap opens the native Photo app which you can't customize, it's easier to integrate a QR code reader and is far more faster than Phonegap (which depends on your mobile's browser). I can provide you both Android and iOS (if you have a developer licence) apps. You should know that i work fast and update you frequently about my progress, so you don't have to worry about the job being done.
