SEO Help. Bring back a former PR5 site that now has PR0

One of our clients has an e-commerce site that has been active since 1999. They sell several thousand products.
The site had a PageRank of 5 for years. To our knowledge, they never did anything black-hat with their SEO. (Indeed they haven't ever done much SEO. But they did make a website design change a couple years ago that may have reduced new links to them. We are not sure if this is the cause, however.)
A few months ago the PR fell to 4. Then, with the last Google update two weeks ago, their PageRank fell to ZERO. We have a reconsideration request into Google, but who knows if they will ever get back to us, let alone tell us what is wrong.
So we need an expert to review their website, recommend solutions, and implement them. We will not share their URL here but will in the PMB, to credible bidders that can give examples of sites they have helped with similar situations. Please be as specific as you can in the PMB of your qualifications and bid estimate.
For bidder selection, we would like to share the site URL with a few select bidders. Then we'd ask you to finalize your proposal based on your analysis of the site, and detailing at a high-level whether your solution will be a site design change, link-building, SEO, something else, or a combination of these. The project could be a one-time project or an ongoing relationship.
We are authorized by our client to select and retain and provider that can solve this issue. We want to help our client improve the PR rapidly, but will not engage in any black-hat techniques and are sensitive to causing our client any more issues with the search engines.
