CraigsList Autoposter for Windows XP

I need a WINDOWS APPLICATION that will take my ad title, ad, and a list of my email address which I will input into the interface, then post ads automatically for me in the sections of craigslist that I tell it to. It MUST be a windows app. Standalone. No scripts! Preference to those who already have it. Budget for this is $100 flat. I prefer it be done in VB.Net and I need the source code when it is done. I prefer someone in India simply for the fact of my small budget. Sorry everyone else. I know how it feels to see a project like this...
