Build a BitCoin Miner

I would like to build a BitCoin Miner. Someone who has done this before should be able to spin one up pretty quickly.

It will be set up on an Amazon Cloud Server. The first question which will need to be answered is: Which type of cluster to pick? It seems like there are two options -

1) Hi-CPU On-Demand

-or-

2) Cluster GPU On-Demand

You will also need to advise what the best bitcoin miner program to use it? I would like to know the rationale behind the decision.

I would also like to know a few of the better bitcoin pools for us to link it to. Please advise some of the reasons why they are better than others.
