C++ or Delphi Small Project - open to bidding

Hello, I have online make money education set by pdf format. I want to safe it from the lamers. I need a software to pdf views, lock to screen recorder, lock to print screen, lock to print it. it will work by licance. Win application + php Licance create and remove opt will work php base. I will send win application to my customers and give to licances to them. and they will insert to licance and application will work. if i remove to licance, they can't work it. it will C++ or delphi for security.
