After reading the contents of the image you attached, I can safely assume that you want to develop something like a hotspot to share the internet connection across multiple terminals over a network, correct me if I am wrong. This is a typical example of clients-server application programming using TCP/IP and can be implemented in C#.
I would like to suggest that same can be done for wireless networks as well, that is allowing the access for those devices which are not physically connected to server (However, clients and server both must have the wireless network adaptors installed).
I had developed a similar application a couple of months ago, which facilitates the users to share their internet connection, and let me tell you that you don't need to develop a network driver for the same as I did complete the project without a network driver, I kept things simple rather than making them complicated which served the purpose well.
But if you want I can develop network driver for this as well.
Before getting started I would require in depth requirements and required supplementary documents. As per your norms I have no problem to handover you all the source code and files after successful completion of project.
