PDF Translator

I'm looking for someone to write a desktop application with the following functionality... Take a dictionary of touples containing common English words and their Spanish translation. Ex.{“house”: “casa” , “dog”: “perro” , “cat”:”gato”, etc…} Open and read a pdf file. Return the number of times each word in the pdf appears . Starting with the word with the most occurrences, see if the words matches an English word located in the translation dictionary. If the word is not in the dictionary, move to the next most common word. If the word is in the dictionary, replace all of that word with the Spanish translation. Then move on to the next most common word in the PDF. When the second most common word is found in the dictionary, instead of translating every occurrence in the PDF, wait until the first word has been translated 5 times before the second word begins translating. For instance… If “House” is the most common word in the PDF, and “Dog” is the second most common word, the word “House” should be translated 5 times before the word “Dog” starts being translated. Then “Dog” should be translated 5 times before the next most common word starts being translated. And the same pattern continues until the end of the PDF is reached. Words in the PDF that are not in the translation dictionary should be ignored. When a word starts being translated, it should continue to be translated until the end of the document. Create a new translated PDF. At the end of the PDF print each word that has been translated along with its translation, and the number of times the translation appears in the PDF. I can read Python, but if the app has a GUI then any programming language will be fine
