Simple hand-coded responsive web template

I'm looking for a web developer to create a very simple hand-coded responsive web template for a sports event.
One key requirement is that the site I will build using this template has to be as lightweight as possible. Therefore, no CMS template, no JS/CSS framework.
I do not need you to deliver the actual website. It is perfectly fine for me if you provide demo content with lipsum text and random images. I will replace them with the actual content. For this reason, I want the code to be extra clean, so that it is easy for me to work on it and create web pages.
There will be probably 4 to 6 different pages, but this is not relevant for the job I am submitting, because I only need a single template. The main content area has to include a top-of-page image, some text, links to the registration system (not part of this job) and results (PDF files).
I also don't need help for hosting the website.
Please provide links to similar work, in production or demo, that you have created previously. I will review the source code you provide. To avoid wasting your time and mine, I will ignore proposals that are not accompanied by examples of something that matches the criteria above. I will not consider examples that were obviously not hand-coded. I will not consider examples of pages weighing more than 50 kB, excluding images, nor anything using CSS/JS frameworks.
If you can demonstrably hand-code something using HTML5 + CSS, then apply. Otherwise, please understand that this job is probably not a good match for you.
Regarding the price : please no bait-and-switch proposals. I will happily pay a fair price for this job, but don't apply with a price you will subsequently refuse to work for. Take all freelancer.com costs and expenses into account to set your price. Otherwise, we both will be wasting our time.
