Database and simple accounting application

Dear all, I am in need for a Database and simple accounting application for my charity. It needs to be simple and if you can use Microsoft office tools to make this happen, it would be great. I need you to read before you bid, otherwise your bid will be reported as SPAM. The program must have the following abilities like an excel file : 1- Name of donator, preferred method, phone number, email 2- I need something like a count down, so basically every week I need the amount that they have donated to be deducted by number 20 . so if someone donates 80, after 4 weeks this must become 0. 3- An alert type thing to see who is close to reach that 0 . like becoming red, or a notification, or something similar, so I can contact them and let them know. 4- Finally this is not a must but would be great to see if it is possible to have an automated email or message system for those who reached 0 . Any questions feel free to ask, and bid based on number 1,2,3 and not for 4 because we will think about that later. Please remember this is for small start-up charity use and donates are about one dollar per month so do not bid huge. Thanks.
