Hi What you need is secure multi-user database and 3 simple user interface: - one for administrator, - one for advanced users and - one for users who can only see information's. I advice that we build database in Microsoft SQL Server - express (free) version and web user interface which could be used on any device (desktops, laptops, tablets and smartphones) and internal on network and/or external on internet.
