Call a XML URL and split the document by node using vb.net

I have a url [login to view URL] that returns an XML document. The document is make up of many citations such as <citation id="80579155" type="journal" version="52" collectionId="40918026">. I need a vb.net project that can parse out each citation and send it to a variable so I can send it to a database. I need two variables, one with the xml and another with the citation id which is on the main node. Please check the url and you will see it is make up of 112 citation nodes. This needs to be vb.net so I can put it into a web service. You do not need to make the database call just look the xml document and place in variables.
