First, I am not living in NYC. I placed the bid as I believe it can be done offshore. I am in Vietnam. This is just a very initial proposal as I still need more detail requirement, such as how smart your thermostat? In another word, what are the features you want. Anyway, to make the project to be opened, I recommend it should be WiFi connected device and it should be connected to ifttt or similar service so that more feature can be added easily. The cost and timeline in this bid is just very high level and draft until I have the requirement.
