I have designed circuit boards currently in use by the US Military on Eagle. I've also worked on many commercial circuit board designs for consumer electronics including wearables. The AFE4490 is quite simple and will require only a 1 layer board. The ADS1294RIZXGT will require a 4 layer board due to the pinout configuration. This is realistically a 4 hour project but I have allowed additional time in case you have any special requirements. I have bid at €250 because of the simplicity of this project. I would deliver to you both the source eagle files and gerber files that could be sent to a PCB manufacturer.
