Most products are undergone CE Approval
Night Vision is accomplished with IR Leds. There are CMOS sensors with 1/4 moon light sensitivity, so very low power is needed for IR Lighting.
But you must please specify the frame rate for the CMOS chip, in case streaming video is needed.
2Mpixels RGB (at 16-bit color depth) @ 30 fps, translates to 3GBPS , which is well beyond WiFi (and for Bluetooth).
Realistic rates are 1-3 fps, at 8-bit color depth for this kind of resolution.
Even though MPEG4 compression chipsets can be used (1:3 - 1:6 compression ratio), these are not very cheap (royalties for compression protocols exist), so it may not be viable to achieve the <$40 for massive manufacturing
