Design for me FSM controller using CS and Electrical Engineering Knowledge about Embedded Systems

Design a FSM traffic controller that triggers only when both edges rising and falling are detected, gives priority to drivers from south direction for drivers from south & priority 3 for drivers for drivers from west. Note that emergency vehicles (fire trucks and ambulances) should have the highest priority, and the design flashes red light in case of a power failure.
