Single public RTMP shared live video module with moderation/disconnect ability.
RED5 (java) server side code *might* be necessary, but prefer to avoid it.

A simple SWF file that will load a video window with a control bar. Upon load the player will check for a privately variabled live stream embedded in the player compile.
If the stream is not live:
a) Fill the stage with an embeded graphic (cam shade).
b) Produce a 'connect' button on the control bar.
c) connect button will fetch camera, remove shade, display live preview of camera, and connect stream to RTMP server. If unsuccessful, return trace of error and return shade and connect button.
d) Produce 'disconnect button' upon successful connection to terminate session.
e) Individuals with SWF loaded elsewhere will automatically drop the cam shade and stream the live video. Upon termination, they will display the cam shade again. During a live stream view their 'connect' button should change to an inactive button named 'streaming' so they may not use it.

At all times a 'admin' button should be present. It will prompt for an embedded password and upon entering successful information it will trace a success and disconnect the streamer. if unsuccessful, it will trace 'bad password'
Fairly straightforward idea. You and others are on the same page. At any time a user can jump on the cam and others will pick up the live stream. they will not be able to interrupt it without the admin password. This is an open login system and no other validation is needed to use the [url removed, login to view] is heavily preferred to try and keep it as much in flash, if not all, as possible. It is prefered to work with mobile flash as well, but not mandatory. The codebase should be minimalist and live data should be garbage collected regularly to prevent leaks if possible. THE ENTIRE DISPLAY SYSTEM NEEDS TO SCALE LIVE! Stage and all objects should scale properly using embed %'s. No fixed pixels please, unless it's unavoidable. I should be able to scale this down quite small and maintain full pitcure and button usage. Variables should be present but contained at the header of the as file(s) if possible and would include things I would want to change like the streamer url, admin password, cam shade, and so forth. I presume sharedobject would streamline the behaviour of the SWF without checking the server for a stream constantly. It would be nice to avoid that :)
