Building a customer-friendly, designer-friendly, crowdsourcing graphic design website

Seeking a web developer/designer to assist in the creation process of a graphic design firm’s website. We primarily want to focus on being a customer-friendly, designer-friendly website, we will crowdsource projects from our selection of designers based on the clients' needs, likes, and wants. We want to be able to showcase our designers' talents and abilities to advertise their services as well as for recreational purposes akin to a social network. Rating system needs to be integrated into this and will factor into other aspects of the site. When clients go to purchase a design, they need to be able to narrow down what they want by selecting designers’ work from the showcase selection, their “Liked” designs are shown at the very top, to suggest that perhaps the client may want something similar and should integrate their likeness into their own design. They should also be able to specify the kind of styles, features and colours they want through sliders, etc. We wants clients to feel like they're getting an exact, precise service from the get-go, even before they've begun correspondence with our team. An algorithm will likely be needed to allow clients to distinguish what they want their final design to look like. A means of contacting us and our designers through the site, perhaps through a live chat system, will also need to be integrated.
