jpeg validator resize program

need a program to change the shape of JPEGS/BMP files. They need to be stretched 10% then some other modifications done. Program should search directories and be able to tell if I file has been modified already and NOT change it again. also the program should read the access date of the file, and RESET the access date back to the original date before (whether or not the program changes the file. .) translate a few pages also to spanish ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform win32 win2003
