Need redisign and altering layout of existing website

We do have an existing website which we want to market extensively but it needs some professional look and feel fine tuning and better presentation of the data. It is currently a Joomla website (bad system if you ask me), but Joomla would probably work for marketing the business. It must also move to a different hosting company (account for this hosting already exist). The real running of the business is been done elsewhere and is not part of this project. The fine tuning must ensure that web visible will be achive much more easily. Also, the website is multi language, using Joomla's internationalasion functionality.
