New Gambling site

We are creating a new gambling site The idea is simple a user can login and create a account update his account through PayPal then can start betting. The user will have a inventory of the items they have won and when they click on them they can dispatch them to a address and then it sends a notification to the owner to send them out. Then for the pots there are different types of pots to enter so the owner will must be able to create and edit pots. Each pot will have a handful of items in them which the owner will set the image, price, title of each item in the pot. The pot itself must have a title and a image. One of the items from that pot is picked randomly to go into the pot and then the item is played for the way it works the more the person puts in the more chance they have of winning it. So say a user puts in 100 pounds they have a 100% chance of winning the someone else puts in a 100 pounds they both now have 50% chance of winning. The pot begins the drawing timer when the price of the item is met plus 10% and then a 30 second timer will start and when the 30 seconds is up will pick a winner down to the percentages this has to be a proven fair system so it cant be rigged. Then the item would be added to the users inventory that won where they can sell the item back to get more credits on the site for the price of the item plus 5% of the item. SO the site should have a menu at the top which allows the user to do there account and go onto the all pots window which they can select what pot they want to go into.
