OCR and Auto Signature detection with comparing

WEB SITE that do the following : 1- Scanning document (any type of documents ) from devices (Scanner and Camera) 2- save scanned images into SQL server 3- Read the text from the scanned images OCR (ARABIC and English language ) 4- Save the text to SQL server 5- Auto detection for the signature (if the document contains a signature the system should crop this signature alone ) 6- Save cropped signature into SQL server 7- Compare the saved signatures with each others (result should be percentage with similarity comparing ) Environment : OS : windows server 2008 R2 DB : SQL server 2014 and later IIS : IIS7 and later Browser : internet explorer 11 or Googlechrom or Firefox and safari Platform : ASP.NET C# and you can use any additional language to build the Similarity and auto detection such as Matlab or any thing useful ... NOTE : if you have experience in OCR ARABIC and ENGLISH and you have experience in signature auto detection you can contact me here other wise please don't waist my and your time . if my requirements not clear enough for you don't bother your self to ask me just ignore this project and move on in your life . only experience persons and with proof .
