Disable Cheap Nokia phone features - open to bidding

Hi all, We are looking for developer how can help us to disable features of Cheap Nokia phone. We want to let Cheap Nokia phone to only send SMS to specified number ( Our Company number ) , so our agent can't make call through this phone only he send SMS (Activation SMS) to our company, in general we are looking to 1- Disable call in that phone. 2- Lock the phone list, only we add company phone number and lock list, so they can't add any phone Numbers.
