Bring Registered Users to my website or bring app downloads for my android app.

I am looking to hire one or two marketing companies to work with me. However, due to the trust issues and work judgement, I am willing to work with ~10 marketing companies with a budget of Rs. 8000 each. The company which can bring the maximum number of app downloads with the best strategy and the best return rate of users wins. Please note that this is a long term marketing work and the budget of Rs. 1L may increase over time with revenue and/or funding.
