Business development of my website - Generic Proposal will be rejected

Please read fully and answer below questions. Generic Proposals will be rejected. I have a 5-year-old news website/blog with around 2500 articles. The Domain Authority is 40+ and Page Authority is close to 40. However, the website isn't getting much of traffic. I know some good work on it can progress it to great heights. The categories are not well structured and the articles are just scattered. The planning was not proper. I need someone who has potential to grow this website big.
