Create standalone application

I have Joomla site with classic functionality (login, menus, export to csv, to pdf...). Basically it is one master/details table with master tables administration (add, edit, delete). I am using mySQL database for data storage. Data model will be same - you do not need to work on database. So we have prototype.
Now I need to put this web application offline as stand alone app running on computer without net.
I need freelancer mainly for front end programming. I am open regarding programming language (maybe HTML5?).
Project is best for junior programmer, because I'll manage project and giving guidelines.
Budget is small because I am trying to get big client and it is all my risk and investment for now. If I get the project, there will be much work and also more money for freelancers.
As I said, i am open for any concept proposed.
