I'm a London-based Joomla expert. As far as making your project a Jooma web application rather than a native app, you'll have to accept certain limitations, some of them very significant to your proposed application. Websites are able to derive geolocation data from their browser, using either the wifi data or the device's GPS data, but it doesn't have access the device data that native applications do. A web application won't know which direction the user is facing, up/down/north/south- this is a pretty major drawback for anything 'augmented reality'. Your 'marker interaction' features just won't work unless it has access to the device's sensors (which isn't possible without some device-specific integration). I'm fluent in the google maps API, and can have people dropping pins wherever they like, and restricting access, but websites don't have the same sensory abilities as mobile applications. If you'd like to start a conversation, i can help you get everything you can out of a joomla web application. I think that's what you need right now, rather than going too far down a dead end (and potentially an expensive one). You are absolutely right. If anyone says 'I can do this', (and I see a few of them already) then they are definitely full of shit, because the technology doesn't exist.
