Campus Multiple VLAN by groups - WiFi and wired connections

We have a project on a campus where we need WiFi and wired connectivity. There are visitors to de campus to which we must provide internet and network connection. The point is that once we provide them authentification (preferably only password) the visitor becomes 'linked' to a LAN from his group, so he can get a connection to the public internet but also to all the devices belonging to its group. So when providing a password, simultaneously we assign the visitor to a group. Once the group has finished its tasks, the group and passwords are removed totally o some of the members only. The campus organization must be able to connect to each of the devices of any group. Groups management must be dynamic, and possible to automatize. We are looking for someone able to assess on the hardware and software requirements, make the setup, and, if necessary, make or customize an admin panel to manage the system.
