ModSecurity Expert Needed CentOS - Configuration

We have ModSecurity running on Centos 6.6 running CentOs Web Panel with Apache version: Apache/[url removed, login to view] and PHP version: [url removed, login to view]

I need to white list IP addresses through Mod Security, and trust me we have tried most common command searching for info on Google. But it requires a rule ID.
