Searching an image in the image pool

My project is about image processing. Not building just a website. In my company, we have thousands of glass pictures (our past works) and I need to find the most similar glasses for one I am searching. The web page should have only one search form. In the search form, we upload a picture. When I clicked the search button the web page search the picture in our images folder (there are many pictures and I will provide some of them for testing) and shows us similar images (most similar ones have to come first in the list). We also need one other result page for Google Image search. The web page also searches this picture (the one uploaded for the search) in the google image search and shows us the results. The bidders should have done some image processing jobs taken seriously. Note: In your proposition, if you tell me how this work will be done and which technologies you will use would be better for awarding.
