smart traffic light control

As for my final project, I am trying to design a smart traffic light system that controls the traffic light duration depending on the count produced . The system should be able to
1. Count the numbers for vehicles passing
2. The output of the count should be able to give more priority to the side that produced
the larger amount of count.
3. Once the priority side of the traffic has been assigned, the system should be able
repeat from the initial state or restart the program again
As for reference script, i am using the example at the matlab.

Problem statement:
1. How to connect two individual real time web camera?
2. To give priority to the larger count and to get the output to the raspberry pi at GPIO pin.(green light)
3. System should be able to RESET or RESTART once the action is carried out
4. To repeat no 2 and 3 continuously
Additional Info:
1. I already connected raspberry pi 3 B model board to Matlab.
