Apache Cordova hybrid platform expert needy -- 2

I would only need the plugin to be installed on the Apache Cordova hybrid platform, which allows the creation of an FTP SSL server on mobile devices, thus allowing a point-to-point communication between two terminals (Server-Client) to exchange large files. So my difficulty is just to create the ftp server in native java and interface it via API to cordova plugin. The network is private, a device can up/download large file to a second device (that is the FTP Server) With ip server, credentials, port etc, inserting with native Java you can create a FTPS server and transform it to a Cordova Plugin?
