Mobile app with Cordova and googlemaps

Need to geolocalize information. Users shall see on their phone a googlemap or similar and filter on the informazion they want to see.
The app shall be done in Cordova, I need support in learning Cordova and finish the project.
The app shall also connect to text-to-speech mobile funtionalities.
