Server side technology will be java spring data JPA technology using MVC architecture. Preference should be AWS EC2 cloud. Server will be produce and consume Restful API which will be JSON/ XML 2. DB will be MySQL or your choosen DB. 3. Android app will be use WhatsApp API. Send and receive data from server's Restful API. Android app may store data in device using sqlite or firebase. I don't have any problem with signing NDA. I am an individual freelancer and work from home. But your budget is too low for this task.
