Scope out a project and source a freelancer to complete

This project is NOT the work/development of the database itself etc, it is specifically for help to ask the right questions and be clear on the desired outcomes so i can then post a project to complete it.

With your help, I want to post a project that helps me deal with:

1) Agricultural soil & plant testing analysis results - raw data from lab needs to be converted to interpretations and agronomic recommendations using desired ranges for different nutrients, crops etc

2) a number of agronomy calculators or tools need to be taken from spreadsheets to my website and/or mobile app

3)crop scouting observations, photos, satellite imagery, yield data, GPS locations, etc need to be captured while out in the field and used to make agronomy recommendations for crop rotations, fertiliser application recommendations, farm visit reports etc
