Create a way to connect to mysql db without uploading anything to the domain

I have posted this job before and seems no one understands what I am wanting to do. I am going to try to go into all details of how it works now and How I want it to work. If you do not read this entirely then you will not understand and will be wasting my time. Bidders who bid crazy high bids will be ignored and reported for being stupid. This program I have made is my project as I plan to sell it once I feel its ready so please do not break my program. I will give the program to the winning bidder. How it works now: To use the app now the user must.. 1. must go into cpanel and go to the MySQL remote host and enter their ip. 2. Create a database(which is normal) 3. run the program and input the db information - dbname,host,user,pass and port 4. after that they are able to use the app without issue. How I would like it to work: [login to view URL] the database [login to view URL] the program input the db information 3. that's IT! GOAL : To eliminate the need to enter the ip into MySQL remote I simply wish to find a way to do this WITHOUT uploading anything to the users domain I do not need : a program to enter a ip into the remote hosts a program to make the database to make the entire program READ WHAT I SAID DO NOT ASSUME ANYTHING OTHER THEN WHAT I WROTE. I been told a web service would work then I been told a API would work. I do not know that's why I am looking for your guidance and experience. I am sure there are small details but that is something to go over as its being done and can do it then. Please ask me anything you are unsure about I am willing to talk to anyone about this as long as you understand what I want.
