Data Extraction Exe and Rest API

Hi dears
I need an exe which will do the following -
1) Read a data file (xml/csv etc). Ill let you know the exact format later
2) Extract data
3) dump it in the db (mostly mysql DB).
4) set the isprocessed flag of the data to 0
5) write a Rest API which sends the data in the json format
