Looking for Global cross border mass payout payment API integration for website

We are having a hard time finding a Global payment gateway for cross border payout.
We have a upcoming marketplace and feature is to distribute the payment for users who stay in cross border across the world (Asia, African regions, LATM and North America)
We are building marketplace to provide developer service to companies
Company post and hire and pay the developers
Developers provide service and get paid monthly basis
We want to use the API to send money to our developers from our Platform.
Here is the current problem:
Stripe doesn't allow or doesn't work in most of the region
(We are using stripe to collect the payment from vendor (works well) but API is not supporting for distribute money to users)
Payoneer doesn't allow to open API for cross border payment
Wise doesn't support in the state where our HQ is in Nevada (NV, USA)
What is the best API available in the market for payout? Provide pros and cons for each of your suggestions
Specific requirements:
- Payment gateway integration advise and resolution
- The integration should be completed within 2 weeks
