Transfer data over phone line

I would like to request for one little app that will transfer data over the phone line(A to B).
A will call B using a normal phone(tap into the modem), and B will answer and they will speak on the phone, and if A wants to send data, A and B will press a button on the app and it will send/receive the data. Then insert into DB(with simple one line - [login to view URL] "INSERT....") then hang-up and ready for another call
No need interface or any 'design', just the working code.
The app should support 'un-limited' data size, encryption/compression(I will intergrate them myself), 100% data intergrity.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased.

Prefer VB6 but its ok if its could be 'call' from VB6
