Build Social Website and App

I'm willing to pay for professional quality on this project, so please make sure you can do a good job before applying. I want to build a website that allows each user to have his own personal "tuned" profile page. The page lists the persons favorite hobbies/movies/sport etc. along with a knob/dial for each that shows how much the person likes each hobby/movie (the user adjusts the dial to his liking). Alternatively, instead of the knob/dial, there could be a toggle switch that indicates whether the person is currently into that hobby/sport or taking a break from it. Before you read further, please check the first image I attached which will give you a good idea about what I'm trying to do. Basically I want the page to have categories like movies, hobbies etc, within each category are several blocks that work in a similar way to protopage.com. The user can arrange blocks (within categories), close them, or edit the title by simply clicking on it and typing something else. The user can easily add categories or blocks by clicking some nicely placed buttons. The newly added block give the user the option to make it a dial or switch. Now when a new user first arrives on the homepage, there would be a default profile shown with default settings. The user then alters the page, adding his interests, deleting others, changing settings, etc, and then he can save his profile by creating an account or logging through facebook. Otherwise the settings will last as long as the cookie is on his system. By default the page is private only for him to see, but he can make it public and allow people to access it by visiting [login to view URL] In terms of design I'd like something that's a shade of blue by default, but customizable by the user. For the dial I actually want a red color for the scale, similar to the attached scale. The middle should show the percent. Obviously the layout image I attached doesn't look very professional, I just attached it to give you an idea of what I'm trying to do. Please try to make it appear professional with great design. Lastly, I want to make an Iphone app that's basically the same thing, it's just to make it more convenient for Iphone users to access and use it. I'm not yet sure about making an Android app. I prefer this done in php/mysql and jquery, but I'm open to suggestions. I've found some web scripts that might be of use to you.
