Need a small php script with database

We need a small php script with own database.
In admin area we need to save page links (unlimited).
Admin should can activate/deactivate links.
Front end link should reditrect to one random link wich is saved in admin area.
Example: By loading [login to view URL] it should redirect to one saved link.
