Convert Joomla site into Wordpress Theme

Hi,
We have a portal which is made with Joomla. Now we want to move it under wordpress (latest version 3.8). So I need somebody who can make a wordpress theme from the following portal [login to view URL]
REQUIREMENTS:
1. Create a wordpress theme which looks like exactly [login to view URL]
2. Convert the current html structure into HTML5
3. The html+css needs to be validated with W3C ([login to view URL])
4. Current portal is translated into 2 languages. But we need to translate into another 2 language (English and Germany). So in the right top needs to be inserted 2 flags English and Germany. I prefer to use the [login to view URL] plugin.
5. [login to view URL] in this page you can download different kind of programs, so we need an open source plugin which can do the same think. You do not need to write plugin, I think wordpress has already plugin like this.
6. We need an image gallery for uploading the references. For example see this page : [login to view URL]
7. Create a [login to view URL] file in which are described which plugins do I need to install. You do not need to write how to install plugins, I know wordpress, so just write the plugins names and what I need to configure.
