Facebook AlexWarp application

I need someone who is well verse with facebook's development platform to build me the following facebook application:

Basically I want to offer this image editing to facebook users.

A user should be able to select an image from one either his facebook account (this includes his albums, and any albums of his friends that is viewable to him) or from his computer.

After editing the image. He should be able to save the images on his computer, email it to a friend, or save it to his facebook account.

If he chooses to save it to his facebook account it should add it to his pictures and allow him to tag people. If the image he was editing already had facebook tags it should retain these tags automatically.
