Chinese web developer and translator needed

I have a PHP script for a freelancing web site that I need to have translated/converted into a Chinese web site and repurpose for a different industry. So I need someone who is fluent in english and chinese (english to communicate with me and understand the original code content, chinese to provide proper translation). Additionally, this person would need to be proficient in web development using php/mysql as the underlying technology. The PHP script that i have is about 80% finish, and I need the person to be able to customize the code for the desired industry (i will specify in PM), and finish the missing functionalities for me.
