Contact forms and Activate Newsletter (Must use AJAX)

Main things I want is a to use up to date technologies. I want a modern feel. I also want for the pages to remain as .html, the form can obviously be processed in php but I want to maintain the .html for the website.

I need for three things.

1) Newsletter, looking for an effective way to capture emails. I would like to have some ajax used or maybe a lightbox that pops up that tells the user it has been accepted.

2) Contact forms: I want there to be Ajax used for sure to tell the user that the form has been sent. It needs to be clear to the user that the form has been sent.

2a) here is the form [login to view URL]://[login to view URL] All fields are required.

3) Contact form: Same requirements as above modern feel, and user friendly.

3a) here is the form <[login to view URL]> all need is "Your Name, Your E-mail, Phone Number" to be required.

I am looking for a cost effective person which is important...but I will not only judge based on price.
