Simple script in any language to load a multiline text file and add html <a href> code to it, to make it downloadable

The script will allow me to select a txt file that comes in this format
[login to view URL]"
[login to view URL]"
[login to view URL]"
and once loaded it will add this html code to the file
<a href="[login to view URL]">0 </a>
<a href="[login to view URL]">1 </a>
<a href="[login to view URL]">2 </a>
it will then output the file to my desktop or whereever as a html file that i can click on and go and download those mp3s
this can be coded in whatever lang you prefer, i also have a webpage that can host php or javascript if needed.
