Need PHP Scraper Script that writes to Database

I need somebody to write a simply scraping script that checks this page: (it only needs to check the first page)

It needs to scrape all the following information from EACH table row:
1. Borrower
2. Loan ID
3. Loan Title
4. Loan Type
5. Amount of loan
It needs to then enter all the information into the database.
It needs to be able to be RE-run at any time, and it will compare the NEWLY scraped data against the existing database data. If there is NEW data that has not been entered, it will enter it into the database, if the data already exists in the database, it is just ignored.
Entries must be timestamped when they are entered in the database as well so it can easily be known if an entry is new or not.
You do not need to display the data in ANY WAY! It simply needs to be entered into a database.
This is a pretty simply project and should be pretty easy money. Submit all bids.
